These terms govern your use of Perch (txperch.com and app.txperch.com). By creating an account or using the service, you agree to them. If you're subscribing on behalf of a firm or organization, you confirm you have authority to bind it.
Perch is a research tool that makes the public record of the Texas Legislature searchable, with AI-generated summaries, profiles, and forecasts built from that record. Perch is not a law firm, a lobbying firm, or a registered lobbyist. Nothing Perch produces is legal advice, and using Perch creates no attorney-client or advocacy relationship. Outputs support professional judgment — they don't replace it.
Perch uses automated transcription and large-language-model technology. Answers may contain errors, omissions, or misattributions despite our safeguards. Every substantive claim links to the underlying source so you can verify it — and you should, before relying on it professionally. The Bill Forecaster produces statistical estimates from historical patterns; a probability is not a prediction of any specific outcome.
A subscription covers one named user. Keep your credentials to yourself — shared logins are a breach of these terms and grounds for suspension. Firms needing multiple seats should contact us for team pricing. You're responsible for activity under your account.
You agree not to:
Normal professional use — including sharing individual briefs, memos, and excerpts with your clients and colleagues in the course of your work — is expected and welcome.
Subscriptions are billed in advance through Stripe — monthly or annually per the pricing at checkout. You may cancel anytime; access continues to the end of the paid period, and no partial-period refunds are given. Prices for renewals may change with at least 30 days' notice. Late or failed payments may result in suspension after notice.
The underlying legislative record — what legislators said and how they voted — is public information and belongs to no one. Perch's compilation, structure, enrichments, profiles, analyses, software, and brand are the property of Perch LLC. Your subscription grants a limited, non-exclusive, non-transferable license to use the service for your professional research. Content you generate through the service (memos, briefs, exports) may be used freely in your own work.
Handling of your account data and searches is described in the Privacy Policy, which is part of these terms.
We aim for high availability but the service is provided "as is" and "as available," without warranties of any kind, express or implied — including fitness for a particular purpose. Coverage of the legislative record depends on upstream sources and may lag or contain gaps.
To the maximum extent permitted by law, Perch LLC's total liability arising from the service is limited to the amount you paid in the twelve months before the claim. We are not liable for indirect, incidental, or consequential damages — including lost profits, lost clients, or decisions made in reliance on service outputs.
You can stop using Perch anytime. We may suspend or terminate accounts that breach these terms, with notice where practicable. Sections 6, 9, and 11 survive termination.
These terms are governed by the laws of the State of Texas. Any dispute will be resolved in the state or federal courts of El Paso County, Texas, and both parties consent to that venue.
If these terms change materially, we'll email subscribers at least 14 days before the change takes effect. Continued use after that date is acceptance.
