By accessing or using Perch ("the Service"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service.
Perch is a Texas legislative intelligence platform providing access to committee hearing transcripts, legislator statements, bill records, and related data from the Texas Legislature. The Service is intended for professional use by lobbyists, government affairs professionals, and nonprofit advocacy staff.
Access to Perch requires a paid subscription at $99/month. Subscriptions are billed monthly and may be cancelled at any time. Cancellation takes effect at the end of the current billing period. No refunds are issued for partial months. Payment is processed by Stripe.
You may use Perch solely for lawful professional research and analysis. You may not:
All legislative hearing content is derived from public records of the Texas Legislature. Perch does not claim ownership of underlying public records. Perch's proprietary work includes statement extraction, attribution, analysis, behavioral tagging, and search infrastructure.
Legislative content is extracted using AI and may contain errors in attribution, transcription, or sentiment analysis. Perch is not a legal research service. Users should verify critical information independently. Perch is not responsible for decisions made based on information from the Service.
Perch collects account information (name, email, payment data) necessary to provide the Service. We do not sell user data. Payment data is handled entirely by Stripe and is not stored by Perch.
The Perch platform, including its software, design, algorithms, and proprietary data structures, is owned by FORMA Group. Unauthorized reproduction or reverse engineering is prohibited.
FORMA Group reserves the right to suspend or terminate accounts that violate these Terms. Users may cancel at any time via account settings.
THE SERVICE IS PROVIDED "AS IS." FORMA GROUP IS NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, OR CONSEQUENTIAL DAMAGES ARISING FROM USE OF THE SERVICE. TOTAL LIABILITY SHALL NOT EXCEED THE AMOUNT PAID IN THE PRIOR 30 DAYS.
These Terms are governed by the laws of the State of Texas. Any disputes shall be resolved in El Paso County, Texas.
FORMA Group may update these Terms at any time. Continued use of the Service after changes constitutes acceptance.
